GIMPSHOP – a distribution of GIMP with an interface that is designed to emulate that of Photoshop
paint.net – Windows only photo editing program
CinePaint – Linux only photo editing program – supports up to 32 bits per
channel
Free Raw Converter alternatives:
Hasseblad Phocus - a free very powerful RAW converter as well as TIFF and JPEG editor. Mac only.
Raw Therapee – a full featured stand alone RAW file converter powered by Dave Coffin’s dcraw
UFRaw - Unidentified Flying Raw – a full featured standalone and GIMP plugin RAW converter powered by Dave Coffin’s dcraw
Scarab Darkroom - new to the scene, I haven't had time to play with it yet. Windows only.
Picassa - Google's free image editor - Its editing features are limited, but it shines as a poor man's data asset management application. It creates and saves thumbnails of all your images to facilitate their location. Also a really simple way of getting a gallery of images online if you use the Web Gallery feature which is also free up to a certain amount of space. It also supports RAW files, again via Dave Coffin’s dcraw

Inkscape -I have had students produce some really great working using this.

Microsoft ICE - a really fantastic panorama assembly application. It is only runs on Windows machines.
